This is the first comprehensive update to the accountability system since 2012, and it carries real implications for <a href=\"https:\/\/progresslearning.com\/schools-districts\/wisconsin\/elementary-school\/\">Wisconsin schools<\/a> across the state starting with the 2024\u201325 school year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Let\u2019s walk through what\u2019s changed, what it means for school leaders, and how Progress Learning can help support success.<\/span><\/p>\n<h2><b>Why the Update &#8211; and Why Now?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">While the DPI made incremental updates in the 2015\u201316, 2020\u201321, and 2023\u201324 school years, the overall framework for Wisconsin\u2019s accountability ratings has remained largely intact for over a decade. But as the measures used to gauge student achievement have evolved, particularly around growth, subgroup outcomes, and absenteeism, state officials recognized it was time for a full review.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In May 2025, DPI convened a 26-member panel of educators and leaders representing urban, rural, and suburban schools across nine of Wisconsin\u2019s 12 Cooperative Educational Service Agencies (CESAs). This diverse panel, working under the guidance of the <\/span><a href=\"https:\/\/www.nciea.org\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Center for Assessment<\/span><\/a><span style=\"font-weight: 400;\">, reviewed the current system and crafted updated performance thresholds over the summer.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The process included:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A <\/span><a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/accountability\/pdf\/Public_Notice_of_Open_Meetings_-_2025_Wisconsin_Report_Card_Standard_Setting_Panel_-_June_10.pdf\" target=\"_blank\" rel=\"noopener\"><b>public virtual workshop in June 2025<\/b><\/a><span style=\"font-weight: 400;\"> to review performance level descriptors (PLDs)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">An <\/span><a href=\"https:\/\/dpi.wi.gov\/sites\/default\/files\/imce\/accountability\/pdf\/Public_Notice_of_Open_Meetings_-_2025_Wisconsin_Report_Card_Standard_Setting_Panel_-_August_12_to_14.pdf\" target=\"_blank\" rel=\"noopener\"><b>in-person meeting in August 2025<\/b><\/a><span style=\"font-weight: 400;\"> to set final cut scores<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Following the workshops, State Superintendent Jill Underly adopted the committee\u2019s recommendations without changes. The updated cut scores will be applied to the 2024\u201325 school and district report cards released in fall 2025.<\/span><\/p>\n<h2><b>What Changed?<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The five rating categories on Wisconsin\u2019s school and district report cards remain the same:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Significantly Exceeds Expectations<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Exceeds Expectations<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Meets Expectations<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Meets Few Expectations<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Fails to Meet Expectations<\/b><b><br \/>\n<\/b><\/li>\n<\/ul>\n<p>However, the cut scores defining each category have shifted<span style=\"font-weight: 400;\">, and these small numerical changes can have significant implications for school ratings and accountability. Based on what typically drives school accountability concerns, here are the most consequential thresholds:<\/span><\/p>\n<h3><b>\u201cMeets Expectations\u201d Threshold<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Now: 60 (up from 58)<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This is the <\/span>critical &#8220;passing&#8221; line<span style=\"font-weight: 400;\"> for most schools. Dropping below this threshold places a school into the \u201cMeets Few Expectations\u201d category.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Consequences of dropping below 60 could include:\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Increased state scrutiny<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Negative community perception<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Potential intervention requirements<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This 2-point increase represents the <\/span>biggest adjustment in the new system<span style=\"font-weight: 400;\">, making it the hardest for schools hovering at the line.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<h3><b>\u201cFails to Meet\u201d vs. \u201cMeets Few\u201d Boundary<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Now: 49 (up from 48)<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Schools want to avoid the <\/span>\u201cFails to Meet Expectations\u201d<span style=\"font-weight: 400;\"> label at all costs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">This is the lowest performance category and comes with the <\/span>most serious consequences and stigma<span style=\"font-weight: 400;\">, including:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Risk to enrollment<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Potential funding implications<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">State-level intervention and oversight<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><span style=\"font-weight: 400;\"><b>\u201cExceeds\u201d vs. \u201cSignificantly Exceeds Expectations\u201d Boundary<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Now: 84 (up from 83)<\/b><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">While this shift is less urgent than avoiding low ratings, it still matters especially for <\/span>high-performing schools<span style=\"font-weight: 400;\"> that use their rating for:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Community recognition<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Enrollment growth<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Competitive positioning<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">These shifts may seem minor on paper, but for schools on the cusp, especially those scoring <\/span>58\u201359 or 48\u201349<span style=\"font-weight: 400;\"> last year, this change could mean a drop in rating without any actual decline in performance. To maintain their previous category, these schools will need to raise scores by at least 1\u20132 points.
