On March 18, 2025, Governor Sarah Huckabee Sanders signed the <\/span>Arkansas ACCESS Act (Act 341)<\/span><\/a> into law. This legislation introduces a comprehensive set of reforms aimed at improving college and career readiness<\/a> for Arkansas students. While the bill primarily targets higher education, it has significant implications for grades 9 through 12 in K-12 public schools and charters<\/a>, particularly in how accelerated learning opportunities are delivered and supported.<\/span><\/p>\n

A Follow-Up to the LEARNS Act<\/b><\/h2>\n

The ACCESS Act builds on the momentum of the <\/span>2023 LEARNS Act<\/a>.<\/span> It expands Arkansas\u2019 education reform efforts by focusing on college access, credit transfer, and career preparation. This 123-page omnibus bill affects everything from scholarships to concurrent enrollment policies.<\/span><\/p>\n

While the ACCESS Act is focused on higher education, the ripple effects for K-12 schools, especially high schools, are both immediate and long-term.<\/span><\/p>\n

Key Benefits for Students and Schools<\/b><\/h2>\n

Free Concurrent Credit<\/b><\/h3>\n

Students can now take up to 15 hours per semester (30 per year) of college credit at no cost through the new ACCESS to Acceleration Scholarship. Previously, these courses required students or families to pay or secure limited scholarships. This shift opens the door for students of all backgrounds to explore college-level coursework without financial barriers and it elevates the need for informed guidance and academic planning.<\/span><\/p>\n

Simplified College Applications<\/b><\/h3>\n

The state is launching a unified application system for all Arkansas public colleges and universities, beginning with the class of 2026\u20132027. This streamlined process reduces paperwork but increases the importance of college counseling and planning support.<\/span><\/p>\n

Broader College Readiness Pathways<\/b><\/h3>\n

The bill expands accelerated learning beyond AP and IB to include Cambridge courses, concurrent credit, and other options, all eligible for weighted GPA credit. Schools must now offer at least four accelerated courses across math, English, science, and social studies. This ensures students have more paths to advanced learning but it also introduces new scheduling, staffing, and planning requirements for schools.<\/span><\/p>\n
